While French roads may not feel quite good for driving easily’, France has made significant efforts to improve road safety, partly through an  increase in speed-trap camera and in the use of alcohol testing on the roads and even inside  most of the bars and nightclubs.

The French Road Safety Department has now confirmed that:

A law concerning the compulsory carrying of a reflective jacket (EN471) and a warning triangle (ECE R27) in France came into force on 1st July 2008. This regulation will be enforceable with on-the-spot fines, the fine will be between 90 and 135 Euros. 

This does not apply to Riders of two-wheeled and three-wheeled vehicles.

• Drinking and driving: If the level of alcohol in the bloodstream is 0.05 per cent or more (0.02% for bus/coach drivers), severe penalties include fine, imprisonment and / or confiscation of driving license. Saliva drug tests will be used to detect drivers under the influence of drugs – severe penalties as above.
• Driving license: Minimum age at which a UK license holder may drive temporarily imported car 18, motorcycle (up to 80cc) 16, motorcycle (over 80cc) 18.
• Fines: On-the-spot fines or ‘deposits’ are severe. An official receipt should be issued. Vehicles parking contrary to regulations may be towed away and impounded.
• Fuel: Unleaded petrol (95 & 98 octane), diesel (Gazole) and LPG available. No leaded petrol (lead replacement petrol “Super carburant” available or lead substitute additive). Petrol in a can is permitted but forbidden by ferry and Euro-tunnel operators. Credit cards accepted at most filling stations; check with your card issuer for usage in France & Monaco before travel. There are now many automatic petrol pumps operated by credit / debit card however, cards issued abroad are not always accepted by these pumps.
• Lights: Dipped headlights must be used in poor daytime visibility. It is highly recommended by the French Government that 4+-wheeled vehicles use dipped headlights day and night (already compulsory for motorcycles).
• Motorcycles: Use of dipped headlights during the day compulsory. The wearing of crash helmets is compulsory for both driver and passenger of any two-wheel motorized vehicle.
• Motor Insurance: Third-party compulsory.
• Passengers/Children in cars: Children under the age of 10 are not permitted to travel on the front seats of vehicles, unless there are no rear seats or the rear seats are already occupied with children under 10 or there are no seat belts. In these circumstances a child must not be placed in the front seats with their back to the road if the vehicle is fitted with a passenger airbag, unless it is deactivated. They must travel in an approved child seat or restraint adapted to their size. A baby up to 13kg must be carried in a rear facing baby seat. A child between 9 and 18kg must be seated in a child seat and a child from 15kg up to 10 years can use a booster seat with a seat belt or a harness. It is the driver’s responsibility to ensure all passengers under 18 are appropriately restrained.
• Seat belts: Compulsory for front/rear seat occupants to wear seat belts, if fitted.
• Speed limits: Standard legal limits, which may be varied by signs, for private vehicles without trailers.
• In built-up areas 31 mph (50 km/h), outside built-up areas 55 mph (90 km/h), but 68 mph (110 km/h) on urban motorways and dual carriageways separated by a central reservation and 80mph (130 km/h) on motorways. Lower speed limits of 49 mph (80 km/h) outside built-up areas, 62mph (100 km/h) on dual carriageways and 68 mph (110 km/h) on motorways apply in wet weather and to visiting motorists who have held a driving license for less than two years. Additionally, speed limits are reduced on stretches of motorways in built up areas. Minimum speed limit on motorways 49mph (80km/h).
• NOTE Holders of EU driving licenses exceeding speed limit by more than 40 km/h may have their licenses confiscated on the spot by the police.
• Radar detectors are illegal in France whether in use or not.
• Special features: Warning triangle or hazard warning lights compulsory (recommended that a warning triangle always be carried). It is recommended that visitors equip their vehicle with a set of replacement bulbs. Snow chains must be fitted to vehicles using snow-covered roads in compliance with the relevant road sign. In built-up areas give way to traffic coming from the right “priorité a droite”. At signed  roundabouts bearing the words “Vous n’avez pas la priorité” or “Cédez le passage” traffic on the roundabout has priority; where no such sign exists traffic entering the roundabout has priority. In built up areas the use of the horn is prohibited except in cases of immediate danger.
• It is recommended to wear a reflective jacket when exiting a vehicle which is stopped on the carriageway or on the side of a road outside a built up area.*
• Apparatus with a screen which can distract a driver (such as television, video, DVD equipment) should be positioned in places where the driver is unable to see them. This excludes GPS systems. It is prohibited to touch or programme the device unless parked in a safe place. It is absolutely prohibited to carry, transport or use radar detectors. Failure to comply with this regulation involves a fine of up to 1500 Euros and the vehicle may be confiscated.
• Your documents: You may be asked to produce your documents at any time. To avoid a police fine and/or confiscation of your vehicle, be sure that they are in order and readily available for inspection.
• Documents you should take with you 1. A valid full driving licence (not provisional), with paper counterpart if you have a photocard licence. 2. The original vehicle registration document V5C.  3. Your motor insurance certificate 4. Your passport: If you’re travelling in a vehicle other than a motor car or motorcycle or taking a boat, make sure you have any additional documentation that may be required.
• Borrowed, hired or leased: When taking a vehicle abroad that is company owned, hired or borrowed the best course of action is to try to obtain the original V5 registration document together with a letter of authorisation from the owner.
• If you can’t get hold of the V5 then we would recommend that you obtain a document called a Vehicle on Hire Certificate also known as the VE103b. This document is available from BVRLA/All fleet services on 01452 887686 and is the only legal alternative to the vehicle registration document.
• The Vehicle on Hire certificate must be carried in addition to a letter of authorisation from the registered keeper.

According to the World Gold Council, China is expected to become the world’s top gold consumer, leaving behind  India during the coming years. During the first nine months of the Fiscal Year 2011, China accounted for 23 percent of the world’s total consumer physical gold demand. An increase from 19 percent in 2010 and this trend looks set to continue.

Recent fast growth in middle class and greater demand for wealth in China is leading the demand for gold and the government is encouraging private ownership of gold.

Most of the Chinese  believes that buying gold is the best way to protect the family’s wealth and this could give their children a kick-start in their future.  One of the chinese businessman remarks were “For my son, the idea is that he will get a nice stash of gold that he can cash out when he turns 21 or when he gets married,” .

Over two million people have opened accounts in the past two years in order to accumulate gold at the Industrial and Commercial Bank of China (ICBC) who launched the accounts last April to encourage citizens to own gold.

Investors can buy as little as one gram a month or as much as they can afford.
“It’s a fantastic way for me to accumulate gold,” said a Chinese businessman.

ICBC’s have 22 tonnes of gold ready for investors the number of which reached 2.33 million by the end of November. The Agricultural Bank of China launched their product in September, and have accumulated over 70,000 investors signed up to buy a minimum of one gram of gold per month.

“The product will retain its vitality as long as the demand for physical gold investment keeps growing,” said the bank in a written reply to a Reuters enquiry.
It is likely that China’s heavy emphasis on gold investments will play a major contribution to the gold price this coming year.

“The Chinese really love gold,” said Shi Xudong, deputy head of the Administration Office of the Precious Metals Department at ICBC “The fact that the government has started to clean up the gold market is favourable to our business, as investors who have been trading on illegal platforms will need to look for new investment platforms.”

His reference was to a recent crack down on informal gold exchanges outside the government controlled Shanghai Gold Exchange and Shanghai Futures Exchange.
Some analysts have predicted that there will be over 300 million Chinese gold investors in the market by the end of 2012. This is certainly feasible when you consider the middle class population is well over the 247 million at the last count. This is out of a population of 1.3 billion people and, growing at a rate of 8.5 percent per annum.
